A faster hard drive won't make the computer RUN faster but it will let the computer boot and launch programs faster. If you have too little RAM it will make virtual memory more effective. Unless your computer, even with the RAM upgrade, is being forced to use virtual memory and SSD isn't going to make the computer run programs faster. If it is forced to use virtual memory an SSD will make the data swaps faster so you won't see the beachball or short lapses. But it won't actually run faster.
The way to determine if your computer doesn't have enough RAM is to reboot and then use your computer normally for a while. Launch Activity Monitor, set it to the Memory tab, and keep a watch on your Page Outs. If you are seeing Page Outs - especially a high number of Page Outs - it means that your computer doesn't have enough RAM and it is being forced to move data from RAM to the hard drive. This will make the computer run slower but not in terms of generalized slowdown but rather you'll see the spinning beachball as data is moved in and out of RAM.

Still, you are getting close to the limit and might want to consider moving your media files (movies, music, and digital photos) to an external drive. You don't need to go to the expense of a Thunderbolt drive or SSD for this - just a decent USB drive will suffice because these aren't files that will benefit from a fast drive.
If after the RAM upgrade you still see a high amount of Page Outs an SSD will speed up the data swaps which will make the computer seem faster. You won't see the spinning beachball or experience those little lags nearly as often. The cost of a Thunderbolt drive with SSD just doesn't make sense though.
